Receive briefing regarding a request from Huffines Communities to deannex approximately one acre of undeveloped area within the Mesquite corporate limits.

 

Body

In 2005, the City of Mesquite released 2,200 acres of extraterritorial jurisdiction (ETJ) south of Interstate Highway 20 in Kaufman County for the Heartland residential development.  Mesquite reserved 152 acres at the southeast corner of IH-20 and FM 741 for future economic development and annexation.  In 2008, Heartland platted a 2.7-acre commercial tract, one acre of which was in the reserved ETJ and was annexed into Mesquite in 2010.

 

Huffines Communities (Huffines) has requested that Mesquite deannex the one acre of the commercial tract that lies within the Mesquite city limits.  In return, Huffines proposes to allow Mesquite to reannex the area for limited purposes.  In this instance, deannexation is an entirely discretionary decision.  If Council decides to pursue the Huffines proposal, several steps would be required. 

 

During the Pre-Meeting, staff will provide history on the property in question and options for the City Council. 

 

Recommended/Desired Action

Provide direction to staff as Council deems appropriate.
