Title

Authorize the City Manager to finalize and execute an Amendment to Renew Interlocal Agreement with the Dallas County Hospital District d/b/a Parkland Health & Hospital System for Biomedical Online and Offline Medical Supervision in an amount not to exceed $61,387.69 for fiscal year 2017-18, effective October 1, 2017, through September 30, 2018.

 

Body

BioTel is the online emergency medical services communication center for the Dallas Metro Area Emergency Medical Services System and is staffed by physicians, registered nurses, and clerical staff 24/7/365 to provide medical control for paramedics in the field via radio and telemetered patient data which is considered online control.  The City of Mesquite has received online control from the BioTel System since the Fire Department began the paramedic ambulance service in 1983.  This is the first amendment to the Interlocal Agreement with the Dallas County Hospital District d/b/a Parkland Health & Hospital System, which was approved by Council on September 19, 2016. 

 

Parkland or Mesquite may terminate the performance of services under this agreement on 30 days written notice to the other party prior to the expiration of the effective term.

 

Financial Implications

The proposed 2017-18 Emergency Medical Services (EMS) division budget provides $69,160.00 for the BioTel Medical Control agreement. This total includes both online and offline medical supervision.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to finalize and execute the Amendment to Renew Interlocal Agreement.
