Jim Andrews is the Extra-Territorial Jurisdiction (ETJ) representative on the Capital Improvements Advisory Committee (CIAC). The CIAC advises the City Council on matters pertaining to impact fees. Water and sewer impact fees are collected in the ETJ, so the City is required to have a representative from that area. Staff discovered that Mr. Andrews’ term had expired in November 2016.
