A resolution authorizing the City Manager to execute an Interlocal Agreement with Dallas County for City participation in the Dallas Area Household Hazardous Waste Network for Fiscal Year 2017-18 for an amount not to exceed $92,500.00, with options to renew for four additional one-year terms.

Resolution No. 27-2012 was approved by the City Council on October 1, 2012, authorizing an Interlocal Agreement (ILA) with Dallas County for participation in the Dallas Area Household Hazardous Waste Network (DAHHWN). The ILA contained an annual renewal provision for a maximum of four additional one-year terms (five years total) which expired September 30, 2017. The proposed resolution authorizes the City Manager to execute the new ILA, which revises the term of the contract and sets budget limits for FY 2017-18.

The DAHHWN operates a Home Chemical Collection Center at 11234 Plano Road in Dallas where residents of member cities can drop off household hazardous waste such as paint, pesticides, motor oil, other automotive fluids, pool chemicals, batteries, etc. Collection of household hazardous waste is a required component of the management plan of the City's Storm Water Pollution Protection Permit that is issued by the Texas Commission on Environmental Quality (TCEQ). The TCEQ requires this collection of household hazardous waste to provide a means for citizens to turn in these materials for proper disposal rather than potentially dumping these wastes down a storm drain. City staff considered several options for meeting this stormwater permit requirement and determined that participation in DAHHWN is the least expensive option. The City has been a member of DAHHWN since its inception in the early 1990's. In FY 2015-16, 1,160 Mesquite citizens took advantage of the program.
