Body
The PepsiCo Bottling Plant at Big Town Boulevard and IH-30 recently completed expansion of their bottling facilities. Once these improvements became operational, City staff became aware of surcharging and backups in sewer mains and manholes downstream of the plant. Examination of record drawings has identified a restriction in the sanitary sewer system adjacent to the Pepsi plant that appears to be the cause of the backups. This restriction is an 8-inch diameter sewer main constructed in 1966 of vitrified clay pipe (VCP), which is undersized and has exceeded its expected service life.

This project will replace approximately 1,000 feet of existing 8-inch sanitary sewer main with new 15-inch sanitary sewer main and remove and replace sanitary sewer manholes along the section of the main. This replacement will be capable of carrying the existing wastewater flow along with future development upstream of the project location.

Bid notices were broadcast through BidSync electronic bidding system, published in the Daily Commercial Record newspaper and posted on the City's website. Three bids were received. The City's design consultant has reviewed the references and other qualification information and recommends award of the base bid to the low bidder La Banda, LLC.

Financial Implications
Funding in the amount of $300,000.00 is allocated each year in the annual Capital Improvement Plan for emergency water and sanitary sewer projects. This emergency fund has adequate reserves to fund this sanitary sewer replacement project.

Recommended/Desired Action
Staff recommends award of bid to low bidder La Banda, LLC.
