Bid documents were broadcast to vendors through BidSync electronic bidding system, posted on the City’s website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper.  Local veterinarians, animal hospitals and spay/neuter service providers were also notified of this project directly via e-mail.  One bid response was received. 

 

Spay/Neuter services are provided by the Mesquite Animal Shelter and Adoption Center to facilitate compliance with state law requiring the sterilization of animals adopted from animal shelters, to improve public health by ensuring animals are vaccinated against rabies and to reduce the number of unwanted animals bred irresponsibly by residents.

 

Staff reviewed Town East Animal Hospital’s proposal and found it to meet all specifications. The proposals were evaluated based on five areas:

                     Cost

                     Location of clinic in relation to shelter and/or ability to provide transportation for all animals requiring surgery

                     Depth and breadth of experience and expertise in veterinary services

                     An understanding of the contractual services required and a demonstrated history of providing similar services to comparable entities

 

The cost of services offered by Town East Animal Hospital will include spay or neuter surgery, rabies vaccination, pain medication and antibiotic injections and discharge instructions for each adopted animal. Bidder guarantees all surgeries and will perform any surgery repair at no charge to Mesquite Animal Services at any Hillside Veterinary Clinic property. If repair is needed due to owner neglect to follow discharge instructions and care, bidder will repair surgery with payment from adopting owner.

 

Fees for spay neuter surgeries are as follows:

Adopted Cat Sterilization: $70.00

Feral Cat Sterilization: $70.00

Adopted Dog under 15 pounds: $85.00

Adopted Dog 16-30 pounds: $100.00

Adopted Dog 31-50 pounds: $120.00

Adopted Dog 51 pounds and over: $145.00

 

The term of this contract is for a one-year period with two one-year renewal options.

 

Financial Implications

Sterilization surgeries are partially funded through adoption fees, which are currently $80.00 for cats and $100.00 for dogs.  An estimate of approximate sizes for pets adopted in Fiscal Year 2016 (FY16) is listed below. Assuming adoptions will be similar to FY16 numbers, overall cost estimates for sterilization surgeries are expected to be broken down as follows:

 

Cats: 472 @ 70.00 = $33,040

Ferals: 293 @ 70.00 = $20,510

 

Dogs: 1,204

Adopted Dog under 15 pounds: 55% - 662 @ 85.00 = $56,270

Adopted Dog 16-30 pounds: 11% - 132 @ 100.00 = $13,200

Adopted Dog 31-50 pounds: 18% - 217 @ 120.00 = $26,040

Adopted Dog 51 pounds and over: 16% - 193 @ 145.00 = $27,985

 

TOTAL ESTIMATE:  $177,045

 

Recommended/Desired Action

Staff recommends award to Town East Animal Hospital, dba Hillside Veterinary Clinic.
