Title
Authorize the City Manager to finalize and execute a Professional Engineering Services Contract with Kimley-Horn and Associates, Inc., for the survey, engineering design and preparation of bidding and construction documents for construction of a pump station, ground storage tank and 24-inch water transmission main to provide water service to tracts of land within Kaufman County in the amount of $1,858,600.00.

Body
The proposed contract will provide for the design of infrastructure improvements that will support development activities in portions of land in Kaufman County situated within the city limits or extra-territorial jurisdiction (ETJ) of the City of Mesquite. These improvements include:

* Nine million gallon per day (9.0 MGD) potable water pump station, with capacity for further expansion.
* 1.0 to 2.0 million gallon concrete ground storage water reservoir
* Emergency Backup Generator
* Water Disinfection Equipment
* 17,000 linear feet of 24-inch transmission water main and parallel fiber optic conduit to bring potable water from the west side of the East Fork of the Trinity River to the east side.

The design scope also includes preparation of easement and deed documents for purchase of easements and the pump station site, land acquisition assistance, geotechnical investigations, permitting assistance, computer modeling of the transmission water main, pump station, disinfection water quality studies and cathodic protection study. Two bid packages will be produced; one for the 24-inch transmission water main and another for the pump station and concrete ground storage reservoir.

Kimley-Horn and Associates, Inc., was selected through the City's formal Request for Qualifications in February 2016 to be used for transportation, utility and drainage focused engineering services in the next three to five years and was selected to complete this project due to their design experience with large water pump station and transmission main projects.
