Bid notices were broadcast through the BidSync electronic bidding system, posted on the City's website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper. Services solicited were as follows: 1) veterinary services for the diagnosis and treatment of injured and ill animals impounded at Mesquite Animal Services; 2) assistance with administration of rabies control and bite quarantine procedures; 3) professional evaluation, advice and testimony regarding animals involved in potential cruelty or neglect investigations; 4) prescribe and provide needed medications for animals at the shelter; 5) training of shelter staff in areas of disease prevention and identification, animal first aid, infectious diseases and signs of neglect.
One proposal was received after the deadline was extended for an additional week. No other bids were received. Staff reviewed the Town East Animal Hospital's proposal and found it to meet all specifications. The proposals were evaluated based on five areas:

* Cost
* Responsiveness to the information requested and demonstrated ability to perform the services described
* Depth and breadth of experience and expertise in veterinary services
* An understanding of the contractual services required and a demonstrated history of providing similar services to comparable entities
Veterinarian Hourly Rate: $70.00 per hour
Veterinary Technician Hourly Rate: $15.00 per hour
Estimated Discount Percentage for Clinic Services:
* Hourly rate quoted is at 50 percent discount
* Bulk inventory orders over $500 will be discounted by 25 percent
* All treatment/services and inventory provided will not be discounted further
