Discuss proposed amendments to the City Charter.

At the August 7, 2017, City Council Meeting, Councilmembers directed a Citizen Charter Review Committee be formed and directed to facilitate public awareness and discussion regarding changes to the City Charter. The committee held public hearings to gather input from citizens on proposed changes to the charter.
At the December 4, 2017, City Council Meeting, Councilmembers directed staff to prepare ballot language for a charter election to be held in May 2018. During the Pre-Meeting, staff will present draft language and seek direction from the Council on various charter amendments as identified below:
• Police Ratio
• City Contracts
• State Law Updates
• November Elections
• Single Member Districts
• Term Limits
• City Attorney Role and Responsibility
Recommended/Desired Action
Due to deadlines regarding elections in May, the City Council will need to provide direction on proposed ballot language to City Staff.
