Authorize the City Manager to finalize and execute a contract with Kimley-Horn and Associates, Inc., to prepare a Downtown Master Infrastructure Plan in the amount of $145,100.00.

 

Body

This contract will provide for the development of an Infrastructure Master Plan that establishes an Urban Design Brand and Design Direction. This initiative includes developing basic concept plans for implementation of transportation, parking and utility infrastructure. Based on the concept plans, the consultant will develop opinions of probable costs for the proposed public sector investments in the Downtown area of Mesquite.

 

With the completion of this contract, City staff will then utilize the Infrastructure Master Plan to establish direction for detailed engineering plans related to downtown signage and parking, and Front Street reconstruction under future phases of professional design services and construction contracts. The general project area is bounded by Galloway Avenue on the east, Texas Street on the north, Walker Street on the west, and Davis Street on the south. Additionally, the project area includes Gibson Street from Davis Street to Gross Street.

 

Financial Implications

This project will be funded through Towne Centre TIRZ funds.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to finalize and execute a contract with Kimley-Horn and Associates, Inc.
