Body
During the Pre-Meeting, staff will present draft language and seek direction from the Council on charter amendments as identified below:
* Minimum Staffing Level in Police Department
* Deletion of the One-Year Contract Period Limitation
* City Council Structure
* Date of City Council Election
* Establishing a Maximum Number of Terms for City Councilmembers and the Mayor
* Establishing a City Attorney's Office
* Amendments to Conform to Actual/Current Practices
* Technical Amendments to Conform to State Law and City Code; to Correct Terms; to Correct Spelling' to Clarify Language; to Provide Gender-Neutral References; and to make other Technical Amendments

Timeline for May 5, 2018, Special Election:
* January 16, 2018 - Council votes on ballot propositions and provides sequential numbering of propositions on the ballot.
* January 16, 2018 - Council votes on ordinance calling a Special Election on proposed amendments to the Home Rule Charter of the City of Mesquite, Texas, in conjunction with the General Election for the purpose of electing Councilmembers for City Council Place Nos. 3, 4 and 5 to be held on May 5, 2018.
* January 17, 2018 - Ballot language to be sent for Spanish translation.
* February 1, 2018 - Ballot language in English and Spanish due to Dallas County Elections Department.
* February 5, 2018 - Last Council meeting date available to order the election (if not approved on January 16, 2018).
* March 26, 2018 - Notice of Election, including propositions and fiscal impact, to be sent for Spanish translation.
* April 4, 2018 - Notice of Election, in English and Spanish, to be sent to newspapers for publication on April 12, 2018.
* April 12, 2018 - Notice of Election, including the propositions and fiscal impact, to be published and posted.

Recommended/Desired Action
Council is requested to provide direction on ballot language and sequential numbering of propositions on the ballot.
