Authorize the City Manager to execute a change order for Bid No. 2018-012, Mill and Overlay for Bruton Road, Northwest Drive and Kearney Street, with Oldcastle Material Texas, Inc., dba TexasBit, for additional pavement repairs in the amount of $124,668.00.

On November 6, 2017, City Council approved Bid No. 2018-012 to rehabilitate the following three road segments using an asphalt overlay:
• Bruton Road from Rodeo Center Boulevard to IH 635
• Kearney Street/Gross Road from Galloway Avenue to IH 635
• Northwest Drive from IH 30 to Oates Drive
The project was under the budgeted amount. Since contract award, staff has evaluated several options for use of surplus project funds to address some of the severe cracking of the existing pavement prior to the asphalt overlay. Staff recommends increasing the concrete pavement removal and replacement bid item to allow the contractor to ‘chase’ the cracks with narrow strips of pavement removal. This change order will address the most severe cracks. Staff believes this additional work provides the best option within budget constraints to extend the life of the new asphalt overlay. Staff will program crack sealing of the pavement in late 2021 to seal the joints and small cracks that will eventually reflect up through the new asphalt overlay. Sealing of the smaller cracks in the future will help to extend the life of the pavement and to maintain good ride quality on the overlay.

Funding is available in the project budget.

Staff recommends approval of Change Order No. 1.
