On March 6, 2017, the City Council approved Resolution No. 08-2017 to enter into a Chapter 380 agreement with Ashley Furniture Industries, Inc., to approve the construction of a new state-of-the-art distribution and manufacturing facility on 3790 Faithon P. Lucas, Sr., Boulevard. As a part of the agreement, the City agreed to complete infrastructure improvements to support the development activities on Ashley Furniture’s industrial site. These improvements include reconstructing Scyene Road from Clay-Mathis Road to Lawson Road to support heavy truck traffic and associated water main and drainage improvements (see location map). This project will reach substantial completion in three phases.

 

Phase 1 will reconstruct Scyene Road from Clay Mathis Road to Airport Boulevard. Also included are drainage and water utility improvements along this road segment. A portion of the existing Airport Boulevard will be realigned and constructed in this phase as well.

 

Phase 1a will constitute establishing the flow lines for the two new culverts crossing Berry Road, which will convey the drainage flow from the new Ashley site and outfall across Berry Road. Phase 1a will have a 30-day limitation to complete work from notice-to-proceed date. Both Phases 1 and 1a are scheduled to be completed by September 15, 2018.

 

Phase 2 of Scyene Road reconstruction will continue with the reconstruction of Scyene Road from the new Airport Boulevard and ending at the Lawson Road intersection. Phase 2 also includes sanitary sewer improvements along East Glen Boulevard. Phase 2 is scheduled to be completed by November 14, 2018.

 

The project is approximately 2.5 miles of two-14-foot wide travel lanes of 13-inch thick reinforced concrete pavement with a 6-foot concrete shoulder on each side. At major intersections and traffic generators (Ashley Plant entrance, Airport entrance) the pavement will be widened further to accommodate dedicated turn lanes. Also included are drainage, water, sanitary sewer, and signal improvements. Water and sanitary sewer improvements will provide these utilities to the industrial land south of Scyene Road.

 

Among the bid alternatives, the preferred bid option is to construct the 6-foot shoulders of 13-inch concrete instead of the base bid 8-inch concrete and to include the traffic signal improvements at the Clay Mathis Road intersection. The Texas Department of Transportation plans to start construction on SH190 in 2027 with a new interchange at Lawson Road. Increasing the shoulder concrete depth to 13-inches will allow these shoulders to be utilized as full traffic lanes when SH190 opens to traffic.

 

Bid notices were broadcast through the BidSync electronic bidding system, published in the Daily Commercial Record newspaper and posted on the City’s website. Five competitive bids were received and opened on January 23, 2018.

 

The City’s design consultant for this project, Kimley-Horn and Associates, Inc., has reviewed references and other qualification information submitted by the low bidder and recommends award of the base bid to McMahon Contracting L.P.

 

Financial Implications

Funding for the project is budgeted from Drainage Utility District fund, CO Bonds and Water/Sewer bonds.
