Title
A resolution expressing support of the LBJ East Project and encouraging State elected officials and the Texas Transportation Commission to provide immediate full funding for this critical transportation project and to allow the Regional Transportation Council and the Texas Department of Transportation the freedom to utilize all tools at their disposal to close the funding gap for this project, including managed toll lanes and design/build procurement process.

Body
The Texas Department of Transportation (TXDOT) LBJ East Project is the reconstruction of IH 635 from US75 (Central Expressway) to IH 30 and includes the reconstruction of the IH 30-IH 635 interchange. The LBJ East Project has been designated the highest priority project in north Texas by the Regional Transportation Council (RTC) and would help alleviate the severe congestion that occurs on this segment of IH 635.

The current budget for the subject project is $1.8 billion dollars. Of this amount, approximately $1.15 billion has been identified. Initial funding plans included revenue from some managed toll lanes to close the funding gap. However, in late 2017, the Texas Transportation Commission denied additional funding to the project due to the inclusion of managed toll lanes components in the project scope.

Denied the use of revenue from managed toll lanes components, the LBJ East Project budget shortfall cannot be closed without sacrificing other much needed transportation projects in north Texas, including two significant projects that impact the City of Mesquite (US 80 improvements east of Town East Boulevard and IH 30 from Bass Pro Drive to Dalrock Road).

Due to inflation, the cost of the LBJ East Project increases an estimated $5 million per month further increasing the funding gap.

Recommended/Desired Action
Staff recommends approval of the resolution.
