Title
Bid No. 2017-076 - Sanitary Sewer Replacement Project - Phase 1.
(Authorize the City Manager to finalize and execute a contract with Excel 4 Construction, LLC, in the amount of $1,411,644.00).

Body
The Water and Sewer Capital Improvement Program budgets includes funding for the design and replacement of sanitary sewer mains. Project boundaries include Karla Drive/Albany Drive alley from Harper Drive to Mistletoe Drive, IH 635 crossing south of Cartwright Road from Spring Lake Drive to West Cartwright Road, and Viva Drive from Palm Drive to Town East Boulevard (see attached location map). The City Council approved an engineering contract on November 7, 2016, with Binkley & Barfield, Inc., for the design of Phase 1 of this project.

Phase 1 is primarily a pipe bursting project with approximately 1,100 linear feet of eight-inch, 1,300 linear feet of 10-inch, and 1,500 linear feet of 18-inch high density polyethylene (HDPE) pipe to be inserted inside existing vitrified clay-tile (VCT) and cast iron mains (IH 635 crossing). Phase 1 also includes open cut replacement of approximately 600 linear feet of 12-inch and 200 linear feet of 15-inch polyvinyl chloride (PVC) mains to replace VCT mains.

Alternate Bid Items were included in the bid proposal to provide the ability to line the IH 635 crossing with a Cured-In-Place-Pipe (CIPP) liner if the ductile iron pipe condition is deemed satisfactory, once the pipe has been cleaned and inspected.

Bid notices were broadcast through the BidSync electronic bidding system, published in the Daily Commercial Record newspaper and posted on the City's website. Three responsive bids and one non-responsive bid were received and opened on January 23, 2018.

Alternate bid items were also bid with the project to clean, inspect and line the cast iron section of main that crosses IH 635 with a 16-inch CIPP sanitary sewer pipe liner to provide an alternative method to bursting the ductile iron main. If this method is selected, the...
