In 2016, a phased project was developed to make improvements to the Westlake Sports Center. Phase One was completed in August 2016 and included raising and resurfacing the six exterior courts. Phase Two includes demolishing the original wood frame pro shop and replacing it with a new, pre-manufactured facility as well as replacing the deteriorating pedestrian bridge from the parking lot to the facility.

 

Bid documents were broadcast through the BidSync electronic bidding system, posted on the City’s website and advertised in the Daily Commercial Record newspaper in August 2017. The original bid closing date was extended twice to encourage bid participation. Only one bid was received for an amount significantly more than the available project budget.

 

After careful review, the price was determined to be unacceptable. The project scope will be revised and a different implication strategy identified.

Staff recommends all bids be rejected.
