In 2016, a phased project was developed to make improvements to the Westlake Sports Center. Phase One was completed in August 2016 and included raising and resurfacing the six exterior courts. Phase Two includes demolishing the original wood frame pro shop and replacing it with a new, pre-manufactured facility as well as replacing the deteriorating pedestrian bridge from the parking lot to the facility.

The previous bid, Bid No. 2017-107, failed to produce an acceptable bid and was rejected. The project scope was revised and a two-part implementation strategy was developed to reduce the cost. Part One includes the purchase of a 980-square-foot modular building. Part Two secures the construction contract for the site preparations for the new pro shop and installation of a replacement steel pedestrian bridge.

The pre-manufactured building is complete with all the finishes including lighting, mechanical and plumbing systems. This custom designed pro shop satisfies the specific needs of the operation and meets the City Building Code requirements. The project is scheduled to be completed in summer 2018 and operations or programs will not be affected during construction.

Financial Implications
Funding for this project is available through the Mesquite Quality of Life Corporation 4B fund, and the excess amount of $140,271.00 will be applied to the Nouveau Construction and Technology Services bid award as part of Part Two of the implementation strategy.

Recommended/Desired Action
Staff recommends award to Palomar Modular Buildings.
