Authorize the City Manager to finalize and execute a Developer Participation Agreement with LBL - The Birdhouse, LLC, and LBL - Birdhouse Too, LLC, for site development reimbursement at the Mesquite Metro Airport.

Mesquite Aircraft Sales and Service currently operates an aircraft sales and maintenance facility in an existing 10,000 square-foot building owned by the City of Mesquite. The company desires to construct two 9,600-square-foot hangars at the Mesquite Metro Airport to house their corporate aircraft and expand their aircraft maintenance business.
The City of Mesquite has previously reimbursed certain engineering design and site development expenses incurred by private companies building corporate aircraft hangars if the improvements serve other developments on airport property. The proposed agreement covers both hangars and provides for partial reimbursement of common water and sewer utilities, concrete pads and drainage flumes, up to a maximum of $130,000.00. The agreement also allows for waivers of building permit, plan review, inspection and grading permit fees.
Financial Implications
Funds are available from the water and sewer fund upon issuance of a certificate of occupancy.
Recommended/Desired Action
Staff recommends the City Manager be authorized to finalize and execute the Developer Participation Agreement.
