Title

Authorize the City Manager to finalize and execute an agreement with the Texas Department of Transportation for landscaping improvements to medians of SH 352 contained in a Green Ribbon Landscaping Project.

Body

The Texas Department of Transportation (TxDOT) has selected Mesquite to receive a Green Ribbon Landscaping Project grant in an amount of $450,000.00. The Project includes the installation of an irrigation system and landscaping to the medians of SH 352 (Scyene Road) from Sam Houston Street to the IH 635 intersection and the west median area of SH 352 (Main Street) and Collins Road. TxDOT will bid and install the project using the City’s landscaping design. The contract will include a one-year maintenance/warranty period. At the end of the warranty period, the City will assume full responsibility for any future maintenance and improvements. TxDOT has the project scheduled for bid in March-April and completion in May-June of this year.

Financial Implications

Green Ribbon grant funding will be used for the initial installation of plants and irrigation. Additional aesthetic improvements include colored concrete, median nosing, concrete curb repairs, and turf installation. These improvements will be funded from the Governor’s Community Achievement Award funds that were allocated to Mesquite in 2014. The total cost of improvements in this project is estimated at $650,000.00.

Funding for subsequent maintenance of these areas associated with this agreement is available through the Mesquite Quality of Life Corporation 4B fund.
