Bid documents were broadcast through BidSync, posted on the City’s website and an Advertisement for Bid notice was published in The Daily Commercial Record newspaper. A total of 18 bids were received.
Building Services Division staff utilizes Time and Material contracts for unexpected repairs and/or equipment replacements when contractor response time and repair time is critical and there is no time to solicit informal bids under normal conditions. These types of projects include HVAC equipment repairs and replacement, plumbing repairs and improvements, electrical repairs, roof repairs and replacement, and related carpentry, drywall and painting. At the beginning of each project, a scope of work is reviewed with the contractor and a proposal is requested. Each proposal is submitted as a “not to exceed” amount. Time and Material contracts can save time and aid staff in establishing budget costs for future projects, generate cost savings and expedite emergency repairs that affect municipal operations.
Staff evaluated each bid response for recommendation of award to the bidder who provides goods or services at the best value for the City. This contract would be for a one year period with two additional one-year renewal options.
Recommended/Desired Action
Staff recommends award to the following responsible and responsive bidders meeting specifications and authorize the City Manager to finalize and execute all necessary contract documents as needed.
