Discuss results from the second citizen survey regarding the preliminary design schematic for Town East Boulevard from US Highway 80 to Skyline Drive and for Skyline Drive from Town East Boulevard to Peachtree Road.

On April 16, 2018, the results of the initial survey were presented to Council during the Pre-Meeting. Both projects were presented along with the survey results. Town East - Option A was the overwhelming preference of the residents surveyed securing 71 percent of the votes. Based on several factors including estimated cost and support by the neighborhood, Council directed staff to pursue Option A - 4 Lane Section for final design.
The Skyline Drive survey results had a very close distribution between Options A, B and C. Skyline Option D had the least support and was removed from consideration by Council. Council directed staff to issue another survey seeking further clarification as to which features and items were preferred regarding the total roadway design and to rank the three remaining design options.
Staff distributed a second survey to all attendees of the February 27, 2018 public meeting at Rugel Elementary School and mailed 1,100 letters to residents in the Skyline/Town East Area. A total of 223 mailed surveys were returned. Staff evaluated the surveys and used a weighted average to determine the results. The results wereranked with "1" being the most important/preferred, "2" next highest, and so forth. Below are the questions and the survey results (the lower the number the more important/preferred):

* Include a Median by Reducing the Buffer Between Homes and Roadway - 1.97
* Add a Fourth Lane by Reducing the Buffer Between Homes and Roadway - 2.40
* Lowest Project Cost - 2.94
