Vanston Park was renovated in 2016-17 with new baseball fields, parking lot, picnic shade structure and walking trail. The original design included a new playground; however, it was deferred to stay within budget. The Mesquite Quality of Life Corporation 4B Board approved funding for the playground for installation in FY 2017-18.

Bid documents were broadcast to vendors through the BidSync electronic bidding system, posted on the City's website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper. Five bid responses were received. A Request for Proposals was issued seeking playground design proposals with a cost of $60,000.00. Proposals were scored using the Best Value criteria, evaluating bidders based on quality of equipment, design and number of activities. Five playground vendors submitted designs and specifications. Whirlix Design, LLC, received the most points due to their high quality equipment and most creative design.

The proposed playground provides a large play-circuit for age 5-12 years old and includes a slide, zip-line, spinner, climbing and balance elements and a large shade structure. A separate play feature with age appropriate elements for 2-5 year olds is included in the overall design as well. The project budget also includes installation of the safety surfacing material. The remaining funds will be used for site preparation, border construction and landscaping. Installation is scheduled for August of 2018.

Financial Implications
Funding for this project is available through the Mesquite Quality of Life Corporation 4B fund.

Recommended/Desired Action
Staff recommends award to Whirlix Design, LLC.
