Over the course of the year, Parks and Recreation utilizes landscaping contractors to assist with the mowing and trash collection of city medians, orphan right-of-ways and right-of-ways. Bidders provide quotes based on the specific amount of acreage and anticipated number of cycles of service. Most areas are to be mowed weekly or bi-weekly. Altogether, the three areas comprise approximately 244.93 acres. The contractor who previously held this contract completed the term and declined to rebid due to escalating labor costs and an inability to meet the terms of the contract. The cost per acre has increased from the last bid three years ago from $30 to $45 per acre.

Bid documents were broadcast to vendors through the BidSync electronic bidding system, posted on the City's website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper. Two bid responses were received. Proposals were scored by a selection committee using the Best Value criteria, evaluating bidders based on price, reputation, quality of work and ability to meet the needs of the City. Greener Pastures Landscape Management received the most points. The Contractor shall have the option to renew this contract under the same terms for four consecutive years.

Financial Implications
Funding is allocated in the Park Services operating budget. With the continual rising cost of this service, staff will explore opportunities to find savings in other contracts.

Recommended/Desired Action
Staff recommends award to Greener Pastures Landscape Management.
