The fiscal year 2017 Drainage Utility District (DUD) budget includes funding for the design and replacement of park pedestrian bridges and various drainage improvements. The Westover Greenbelt Pedestrian Bridge Replacement (WGPBR) was included in the proposed improvements and has been separated out as a stand-alone project to expedite the construction. The City Council approved an engineering contract on August 21, 2017, with Walter P. Moore & Associates, Inc., for the design of all proposed improvements for the project.

 

This bid is for the WGPBR portion of the proposed drainage improvements. The attached location map delineates the location of the project area. The WGPBR consists of the construction of new bridge abutments, the placement of a 70-foot, steel pedestrian bridge, and approximately 75 feet of concrete trail construction.

 

Financial Implications

Bid notices were broadcast through the BidSync electronic bidding system, published in the Daily Commercial Record newspaper and posted on the City’s website. Four responsive bids were received and opened on May 15, 2018.

 

Walter P. Moore and Associates, Inc., reviewed references and other qualification information and determined Wall Enterprises to have sufficient references and qualifications as they have been in the industry for more than 30 years as a General Contractor.

 

The Drainage Utility District (DUD) budget includes adequate funding for this project. Construction should begin in June 2018 and be completed by September 2018.

 

Recommended/Desired Action

Staff recommends award to Wall Enterprises.
