Title
Authorize the City Manager to finalize and execute a change order to Bid No. E2017-008, Town East Boulevard Reconstruction of Paving, Drainage, Water and Sanitary Sewer Improvements from Military Parkway to Skyline Drive, with Texas Sterling Construction Co., in the amount of $331,162.51.

Body
On March 6, 2017, City Council approved Bid No. E2017-008 for the reconstruction of Town East Boulevard. The project was under the original budgeted amount. Since contract award, staff has had to address some of the construction related items encountered. Several items are routine in nature and required additional work outside the scope of the original contract.

Major items encountered outside of the original contract:
1. Revised the proposed pre-cast manholes to standard manholes with risers.
2. Construction conflict with the existing 54-inch storm sewer pipe and the proposed 18-inch water line - the existing storm pipe had to be removed in order to install the water line under the pipe. It had to be reinstalled since it was still needed for drainage during construction. This was required in order to complete installation of the proposed 18-inch water line and required additional time and materials.
3. The connection to the existing 18-inch water line at Skyline Drive - the connection had to be redesigned due to existing conflicts. Additional materials were back-ordered and delays to the project scheduling were incurred due to the changes.
4. The original design for the shoring and stabilization of the Union Pacific Railroad (UPRR) bridge required additional design elements and construction requirements. UPRR required increased protection and stabilization, which was not anticipated or known at the time of the original contract.

Some of these additional requirements are due to outside agencies and infrastructure conflicts that we were unable to prevent. Staff believes this additional work provides the best option within budget constraints to install and recons...
