Bid notices were broadcast through the BidSync electronic bidding system, posted on the City’s website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper. The service solicited was for 500Mbps internet access to a secondary point of presence. The secondary point of presence is required to support business continuity.
Three proposals were received and evaluated in four areas:
• Vendor Diversity (25 percent)
• Path Diversity (25 percent)
• Total Contract Cost (40 percent)
• Adherence to Specifications (10 percent)
Spectrum Enterprise had the lowest contract cost, but Verizon Business was selected based on the total evaluation score. Spectrum Enterprise was unable to receive the maximum score on vendor diversity due to being our internet provider at the primary point of presence.
This contract is for a three-year term, subject to annual appropriation of sufficient funds.
Financial Implications
Funding is available in the Fiscal Year 2017-18 operating budget.
Recommended/Desired Action
Staff recommends authorizing the City Manager to finalize and execute the contract.
