The Mesquite Police Department police application process requires a physical assessment under Chapter 143 of the Local Government Code. Currently, the physical assessment is semi-stationary and needs an outdoor track or similar facility. Bid notices were broadcast through the BidSync electronic bidding system, published in the Daily Commercial Record newspaper and posted on the City’s website. Three proposals were received. A request for proposal was issued for a mobile, physical assessment test that can be used in different geographical locations and indoors during inclement weather. The request requires a company that can validate a physical assessment and create a course to be used for all police applicants. A team was organized to evaluate vendors and Human Performance Development was selected.

 

Financial Implications

Funding is available through the Mesquite Police Department Fiscal Year 2017-18 Confiscated Seizure Fund account. This request was approved as part of Amendment No. 5 to the Fiscal Year 2017-18 Confiscated Seizure Fund budget on July 16, 2018.

 

Recommended/Desired Action

Staff recommends award to Human Performance Development Group, LLC.
