A resolution creating a Citizens Committee to review and report to the City Council regarding the City's Development Review Process and providing an effective date.

Body
One of the primary functions of the City of Mesquite is to ensure the health and safety of citizens. The design, review and inspection of buildings and places utilized by the public is a necessary part of this function. Each day, city staff process permits, reviews plans and inspects construction sites to verify that buildings are built according to adopted codes.

From time to time, it is essential for the City to review its processes to ensure that they meet the expectations of those utilizing City services. As part of an overall review of the City's Development Review Process, it has been recommended that a citizens committee be formed to assist in the review.

The proposed committee would consist of seven citizens who have development experience, but not necessarily in Mesquite. The committee would meet for a series of meetings to take place in 2018 and 2019 to study and evaluate the Development Review Process. The committee will meet with the different department members involved in the process to gain an understanding of work flow, processes and tools utilized within the City and some of the obstacles encountered.

Each Councilmember and the Mayor will appoint a representative to serve on this committee. The resolution calls for the committee to be dissolved upon issuance of a final report to the City Council in 2019.

In addition to the Citizen Committee, staff will also be developing a focus group made of engineers, architects, contractors and developers who have been through the City's process within the last two years. This focus group will provide feedback on the experience and suggestions for improvement as well. Additionally, staff will be reviewing the organization and staffing levels with various departments involved in the Development process.
