Title

Authorize the City Manager to finalize and execute the third amendment to the Interlocal Public Transit Service Agreement with Dallas Area Rapid Transit Bus Service (DART), LGC, and STAR Transit to extend the term of the agreement and outlining costs.

 

Body

The current Interlocal Agreement that provides COMPASS service (DART Route 282 - Express Bus service from Hanby Stadium to the DART Lawnview station) will expire on September 30, 2018. In order to continue this service over the next year while staff is exploring alternative forms of transit for Mesquite residents, the current Agreement will need to be extended.

 

There will be adjustments to the existing service, including the elimination of mid-day service and adding stops at the Mesquite Rodeo and the new Walmart Neighborhood Market. These service adjustments have been noticed to the public by the City, STAR Transit and DART. Further communication with the riders will continue through the City’s regular communication avenues.

 

Financial Implications

The total annual cost of the COMPASS service is $292,000.00. The funding for this service is partially covered by federal and state grants. The balance of the COMPASS costs are budgeted in the 4B Quality of Life Corporation FY 19 Budget.

 

Recommended/Desired Action

Staff recommends approval of the Amendment.
