Title: A. Title

A.                     Suspension of Rule 2.11 of the City Council’s Rules of Procedure to allow adoption of an amendment to those Rules by majority vote without introduction of the amendment at a prior meeting of the City Council.

 

B.                     A resolution amending Resolution No. 55-2017 by deleting two of the regular City Council meetings in the month of November of each year held on the second Tuesday and last Thursday of the month and amending Rule 3.1 of the City Council’s Rules of Procedure.

Staff recommends Rule 3.1 of the City Council Rules of Procedure be amended by removing two regular City Council meetings in the month of November of each year (the City Council meetings on the second Tuesday and on the last Thursday of each November). 

 

Resolution No. 55-2017 was approved by the City Council on November 6, 2017, which added two regular City Council meetings in the month of November of each year to facilitate the transaction of the business of the City and its citizens. These meetings are no longer needed.

 

Rule 2.11 of the City Council Rules of Procedure provides that amendments to the City Council Rules of Procedure be introduced at a prior meeting before a formal vote is taken to amend any rule. Accordingly, for formal action on the proposed amendment to be considered at the October 15, 2018, City Council meeting, the City Council would need to suspend Rule 2.11 of the City Council Rules of Procedure.

 

Any amendment of the City Council Rules of Procedure requires the majority vote of all members of the City Council.

 

A red-lined version of the proposed changes to Rule 3.1 of the City Council Rules of Procedure is as follows:

 

“3.1                     Regular Meetings:  The City Council shall hold at least one regular meeting each month at the time to be fixed by the City Council for such regular meeting, and may hold as many additional meetings during the month as may be necessary for the transaction of the business of the City and its citizens (Charter, Art. IV, Sec. 15).

 

                     It shall be the policy of the City Council to meet: (i) on the first and third Mondays of each month; and (ii) on the fourth Monday of each September ; (iii) on the second Tuesday of each November; and (iv) on the last Thursday of each November, unless otherwise changed or cancelled. All regular meetings shall be held at or after 3:00 p.m. All regular meetings falling on an official City holiday shall be held on the first City business day following the official City holiday.”
