Title

A resolution authorizing the City Manager to finalize and execute a Letter of Authorization with North Central Texas Council of Governments for the period from October 1, 2018, to September 30, 2019, thereby authorizing the City’s participation in the Regional Storm Water Management Program.

 

Body

The City was issued a Storm Water Permit by the Texas Commission on Environmental Quality (TCEQ) effective October 24, 2017. The permit is in the fourth five-year term. The permit requires an extensive Storm Water Management Program. One facet of this program is wet weather sampling of storm water runoff. As part of the permit, the City committed to continued participation in the Regional Storm Water Monitoring Program administered by the North Central Texas Council of Governments (NCTCOG).

 

On October 16, 2017, City Council approved participation in the Regional Storm Water Management Program for the period from October 17, 2017, to September 30, 2022. The TCEQ has recognized the City’s participation in this regional program and has agreed that this regional program complies with the wet weather sampling requirements stipulated in the permit. The Regional Storm Water Program addresses region-wide watershed and community level issues that are required by state and federal legislation.

 

Financial Implications

The proposed resolution authorizes the City of Mesquite to execute a Letter of Authorization with NCTCOG for the Consultant Monitoring Program Assistance. This will allow NCTCOG to continue providing professional services to meet the TCEQ requirements. The City’s funding share for this program in Fiscal Year (FY) 2018-19 will not exceed $53,028.00. Funding for this program is allocated in the FY 2018-19 Drainage Utility District budget.

Staff recommends approval of the resolution.
