Title

Authorize the City Manager to finalize and execute a contract amendment with Kimley-Horn and Associates, Inc., to prepare construction documents for Front Street in the amount of $230,000.00.

Body

City Council approved the design contract for the reconstruction of Front Street from Ebrite to Galloway on June 18, 2018. Since approval of the initial design contract, a preferred concept option was developed through the Downtown Infrastructure Plan. The preferred concept gave further direction on the layout, landscaping and hardscape elements for Front Street.

This amendment will provide for the design and preparation of construction documents for the following items:

Hardscape, landscape, site elements, irrigation, electrical, and lighting associated with Front Street Station, located along the north side of Front Street between Broad Street and Galloway Avenue, as well as McCullough Plaza, located at 209 West Main Street

Layout of two parking areas, one between Ebrite Street and Broad Street, one between Lancaster Avenue and Galloway Avenue

Steel Arcade design for gateway between Front Street Station and Main Street, through McCullough Plaza

Shade structure within Front Street Station

                     Wayfinding/Gateway signs

Design of a concrete retaining wall along the north side of Front Street Station

Design of six-foot sidewalk along the west side of Galloway Avenue, from Front Street to Texas Street. Associated Union Pacific Railroad (UPRR) coordination for sidewalk and rail crossing

Supplemental topographic survey and geotechnical engineering services associated with the above-mentioned improvements

Financial Implications

This project will be funded through Towne Centre Tax Increment Reinvestment Zone funds.
