The Mesquite Fire Department Bomb Squad has spent the past 18 months researching and testing various remote operations platforms to replace the current system, which is 19 years old. Many factors were observed, including but not limited to, operational effectiveness and current technology, as well as the availability of upgraded technology in the future. This project will greatly enhance the response capability of the Mesquite Fire Department Bomb Squad.

Staff recommends the Telerob USA HYBRID system, to enhance Bomb Squad capabilities as well as other Fire Department operations. The HYBRID is able to lift 99 pounds and has the ability to perform automated tool changes. It includes an onboard deployable radio-controlled repeater system and has the capability to upgrade additional chemical, biological, radiological, nuclear and explosive (CBRNE) detection systems in the future.

Also included in this package is an Aerial asset kit. This kit consists of two unmanned aerial vehicles (UAV): a small UAV to support the remote operation of the HYBRID system as well as a larger UAV that has payload capacity and an onboard thermal imaging system. This asset will improve the Squad's ability to support Fire Department investigations and rescues, provide aerial observation of fire incidents and aid area law enforcement partners in searching for missing persons and other thermal signatures from the air.

Financial Implications
The purchase of the remote operations system was approved as a part of the Fiscal Year 2018-19 Operating Budget.
