Title
A resolution authorizing the Mayor to execute the 2018 Homeland Security Grant Sub-Recipient Agreements with the Office of the Governor, Texas Homeland Security State Administrative Agency in the amount of $143,713.30 and designating the Fire Chief as the responsible officer for the purpose of signing all subordinate documents associated with these grants.

Body
The City has been awarded funding as part of the 2018 Homeland Security Grant Program in the amount of $143,713.30. The 2018 Homeland Security Grant allocation, which comprises the Urban Area Security Initiative Grant program, is divided into four projects:

(1) Mesquite Swift Water Rescue Team - will provide equipment and the training of 12 Fire Department personnel to safely execute technical swift water rescues. Mesquite currently does not have a Swift Water Rescue Team and has been dispatched to 30 water related emergencies since 2015. This project is funded at $25,000.00; and

(2) Mesquite Radio Infrastructure Protection - will enhance the security of several P25 radio towers by standardizing the access control system with locks and gate entry systems. Facilities are currently using padlocks and standard door locks, switching to key fobs will enhance security along with adding gate entry systems. This project is funded at $30,000.00; and

(3) Mesquite Emergency Operations Center (EOC) Upgrade - will provide audio and visual upgrades to the EOC and breakout rooms. The current system is 10 years old and does not display and share critical information over the newer multiple platforms needed during times of response. This project is funded at $81,700.00; and

(4) Mesquite SWAT Ballistic Protection - will provide ballistic protection to the SWAT team during times of deployment of surge type terrorism/home grown terrorism incidents.
