Authorize the City Manager to finalize and execute a professional engineering services contract with Binkley & Barfield, Inc., for the North Mesquite Creek Sanitary Sewer Trunk Main Design in the amount of $196,800.00.

 

Body

This contract will provide for the design and preparation of construction documents for the reconstruction of approximately 6,700 feet of large diameter sanitary sewer trunk main along North Mesquite Creek from Town East Boulevard south to Tripp Road. The existing sanitary sewer main varies in size from 18-inches to 24-inches in diameter. The existing main was constructed in 1973 (46-years old) of a material called Flextran. Flextran turned out to be a problematic material that was withdrawn from the market shortly after the main was constructed. In August 2018, a section of this main failed leading to a spill. Per regulations, City staff reported this spill and remediation efforts by the City to the Texas Commission on Environmental Quality (TCEQ).

 

The design contract scope of services includes the following tasks:

 

                     Analysis of inflows to the sewer including from Sunnyvale and properties along Belt Line Road

                     Survey of physical features and establishment of benchmarks

                     Survey and determination of any required easements

                     Design of proposed sewer and any required manholes and connections

                     Determination of construction cost estimate

                     Bid phase services

                     Construction administration

 

Financial Implications

Replacement of this segment of the sewer trunk main is programed in the City Capital Improvement Plan (CIP) to receive funding in the amount of $1,750,000.00 in Fiscal Year 2018-19 for design and construction of a replacement main. Funding for this project is available from programed Water and Sewer Bond Sales.

 

Recommended/Desired Action

Staff recommends approval of contract with Binkley & Barfield, Inc.
