The scope of this project is to stabilize and improve a section of South Mesquite Creek between Town East Blvd and Towne Centre Drive. The primary purpose of this project will be to promote development on vacant property between Gus Thomasson Road and South Mesquite Creek. The project will also allow for improvements to athletic fields at North Mesquite High School. In order to complete the necessary work in the channel, the bridge for North Mesquite Drive will need to be reconstructed.
Bid notices were broadcast through the BidSync electronic bidding system, published in the Daily Commercial Record newspaper and posted on the City’s website. Three responsive bids were received and opened on December 20, 2018.
The base bid includes all infrastructure improvements associated with stream bank improvements, road and bridge reconstruction, utility replacement, preparation of MISD playing fields and development pad sites dirtwork.
Halff and Associates contacted references, reviewed other qualification information submitted and recommends award to low bidder Coppell Construction Company. Construction should begin February 4, 2019, and should be complete by end of 2019.
Financial Implications
The Stream Bank Stabilization and Bridge Replacement Project South Mesquite Creek is funded by the Towne Centre Tax Increment Finance Reinvestment Zone (TIRZ).
The budgeted amount for the Stream Bank Stabilization and Bridge Replacement Project South Mesquite Creek is $7,537,000.00. In addition to the construction contract amount, the budgeted funds must cover the costs associated with the engineering design, project management and inspection, change order allowance, milestone incentives and project incidentals. Additional funds may be necessary depending on the amount of change orders, project incidentals and the contractor’s ability to meet the milestone incentives.
