Bid documents were broadcast to vendors through BidSync electronic bidding system, posted on the City's website and an Advertisement for Bid notice was published in the Daily Commercial Record newspaper. Two bid packets were received.

This contract is for a complete water management and maintenance program as well as the yearly purchase of pool chemicals including but not limited to dry chlorine pellets, muriatic acid and cyanuric acid. This agreement will also include a number of water treatment systems, including chlorinators, chemical controllers and related maintenance repairs and services for all of the City of Mesquite's aquatic facilities. The purpose of the water management program is to maintain good water quality, be in compliance with chlorine and pH residuals required by code and have a professional company available for concerns or repairs.

A recommendation for award of contract is being given by utilizing the Alternative Project Delivery Method for Texas Public Projects SB 510. The procurement of a contract under Senate Bill 510 allows this competitive sealed bid to be awarded for contract to the bidder who provides goods or services at the best value to the City. The bid documents included selection criteria, in accordance with requirements of State law. A selection committee scored and ranked the bids and the current contract holder, Sunbelt Pools, scored the highest. The term of this contract is for one year with four additional one-year renewal options.
