A resolution dedicating approximately 14 acres of land located to the east of Emporium Circle and south of Brazoria Drive as parkland and authorizing the execution of all necessary documents, including the filing of this resolution in the deed records of Dallas County, Texas, by the City Manager and Mayor.

At the January 22, 2019, City Council meeting, Councilmember Miklos requested a resolution be prepared to designate the City owned property on Emporium Drive as a park.
The property under consideration was acquired in 2011 as part of a property exchange involving the Super Target and subsequent renovation of the Market East Shopping Center. The City has been approached many times for development of the property. Per Council’s direction, staff developed a Request for Proposals (RFP) from developers who were interested in developing the property. Following presentations on the RFP’s to the City Council, it was determined that input be gained from the adjacent neighborhoods on the types of development and features that would be incorporated into the development.
At a subsequent meeting with residents about the future of this property, several residents indicated the desire for a park on this property.
This resolution would designate the property as a park and essentially remove any other use from consideration. The resolution is binding and would require a citywide election to remove the parkland designation.
