Authorize the City Manager to finalize and execute a contract with Garver, LLC, to conduct surveying and engineering studies for the Lawson Road Tributary Sanitary Sewer and Drainage improvements in the amount of $204,944.50.

Body
This contract will provide for the preliminary design of drainage and sanitary sewer improvements necessary to support development of land north of IH 20, adjacent to McKenzie Road. The contract scope of services includes the following items:

? Hydrology and Hydrologic study for approximately 10,600-feet of the Lawson Road Tributary of South Mesquite Creek to determine the extent of the fully developed floodplain and potential need for creek improvements to prevent erosion and other creek degradation due to development of the adjacent land.
? Conceptual design and route studies for a sanitary sewer main serving the drainage basin of the Lawson Road Tributary of South Mesquite Creek and a second main parallel to the IH 20 westbound frontage road. These conceptual designs will include calculation of fully developed main capacity requirements and sizing of the main.
? Environmental studies required to determine the location of jurisdictional wetlands and required environmental permitting requirements for the creek and sanitary sewer improvements.
? Surveying the subject creek and sanitary sewer alignments to obtain sufficient information for the analysis.
? Preparation of cost estimates for the creek and sanitary sewer improvements.

These preliminary designs are scheduled to be completed by October 2019.

Financial Implications
This contract will be funded with water and sewer bond funds. However, it is anticipated that some of the future projects will be funded by a Tax Increment Reinvestment Zone that would encompass land in the area to be served by the sanitary sewer and drainage improvements.

Recommended/Desired Action
Staff recommends the City Manager be authorized to execute the agreement.
