Title
A resolution authorizing acceptance of the 2018 Homeland Security Grants and execution of the sub-recipient agreements with the Office of the Governor, Texas Homeland Security State Administrative Agency, in the amount of $143,713.30; authorizing the Emergency Management Coordinator as the authorized official to apply for, accept, reject, alter or terminate these grants on behalf of the city; and repealing Resolution No. 65-2018, passed by the City Council on November 19, 2018.

Body
The City of Mesquite, Texas, has been awarded funding as part of the 2018 Homeland Security Grant Program in the amount of $143,713.30. The City agrees that in the event of loss or misuse of the Office of the Governor funds, the City will return the funds to the Office of the Governor in full. The grant is divided into four projects:

(1) Mesquite Swift Water Rescue Team, Project #3676401 funded at $25,000.00 will provide equipment and the training of 12 Fire Department personnel to safely execute technical swift water rescues;
(2) Mesquite Radio Infrastructure Protection, Project #3680201 funded at $30,000.00 will enhance the security of several P25 radio towers by standardizing the access control system with locks and gate entry systems;
(3) Mesquite Emergency Operations Center ("EOC") Upgrade, Project #3681301 funded at $81,700.00 will provide audio and visual upgrades to the EOC and breakout rooms; and
(4) Mesquite SWAT Ballistic Protection, Project #3689501 funded at $7,013.30 will provide ballistic protection to the SWAT team during times of deployment of surge type terrorism/home grown terrorism incidents.

On November 19, 2018, the City Council passed Resolution No. 65-2018, authorizing the Mayor to execute the 2018 Homeland Security Grants and designated the Fire Chief as the responsible officer for the purpose of signing all subordinate documents associated with the grants.
