Authorize the City Manager to finalize and execute Amendment No. 3 with Kimley-Horn and Associates, Inc., for additional design and preparation of construction documents for the Front Street project in the amount of $92,000.00.

Body
City Council approved the design contract for the reconstruction of Front Street from North Ebrite Street to North Galloway Avenue in the amount of $267,000.00 on June 18, 2018, and a contract amendment for final design in the amount of $230,000.00 on October 15, 2018. The City Manager approved Amendment No. 2 for survey services in the amount of $10,000.00 on October 26, 2018. Since approval of the initial design contract, a preferred concept option was developed through the Downtown Infrastructure Plan. The preferred concept gave further direction on the layout, landscaping and hardscape elements for Front Street. This concept has been revised with stakeholder input.

This amendment will provide for the design and preparation of construction documents for the following items:
* Paving, Drainage, Utility, and Retaining Wall - Revisions
? Paving geometry associated with one-way Front Street traffic and angled parking
? Lancaster Avenue paving geometry to allow two-way traffic between Front Street and Main Street
? Alignment and profile along Front Street and Lancaster per revised geometry
? Grading revisions from west of Broad Street to east of Lancaster Avenue, from backs of buildings to north right-of-way line along Union Pacific Railroad
? Lancaster Avenue grading revisions at Main tie-in
* Hardscape, Landscape, Site Elements, and Lighting - Revisions
* Additional Construction Phase Services
* Additional Meetings beyond those included in the original contract such as stakeholder meetings or Council briefings.
