A resolution consenting to the publication and delivery of a notice of intent to introduce a bill relating to the creation and powers and duties of Spradley Farms Improvement District of Kaufman County, Texas.

As was discussed at the February 18, 2019, City Council meeting, the developer of the Connell-Spradley tract is proposing a high-end mixed use development similar in character and amenities to their Viridian development in Arlington.
One of the proposed financing mechanisms the developer is seeking is a municipal improvement district created by the State Legislature that would have broad statutory powers and duties pertaining to the development and maintenance of public roads, water, wastewater, drainage, park and recreational facilities and other amenities within the District.
Pursuant to State law, a two-step process of introducing local bills at the Legislature first requires a 30-day publication of a Notice of Intent to Introduce a Bill. The developer is requesting City Council consent to publish this required notice while the developer works with the City on specific issues and matters concerning the powers and duties of the District and specific language of the proposed bill.
This proposed resolution would grant consent to the publication of the Notice, but does not in any way constitute support or approval of any legislation to create the District.

Staff recommends approval of the resolution.
