Title

Bid No. 2019-066 - Purchase of 95-Gallon and 45-Gallon Solid Waste Carts for a Solid Waste Pilot Program.

(Staff recommends award to OTTO Environmental Systems Inc., through BuyBoard Contract No. 524-17, sponsored by the Texas Association of School Boards, in an amount not to exceed $120,030.50.)

Body

A budget offer was approved by Council in the 2018-19 Fiscal Year budget to evaluate the use of carts, with attached lids, as a means of trash collection and to gather information on how these alternative collection methods impact litter, collection efficiency and customer satisfaction. The proposed pilot programs will evaluate two different methods of collection using two different size carts.

On February 18, 2019, the City Council received a briefing on the pilot program and approved Ordinance No. 4652 authorizing the pilot program and establishing a framework for administration of the pilot program. The pilot programs will require purchasing 1,370 of the 95-gallon carts and 1,694 of the 45-gallon carts for a total cost of $120,030.50. Additional carts and funding may be required if more carts are requested than originally anticipated. The subject contract is to purchase the required 95-gallon and 45-gallon solid waste carts necessary to conduct the pilot program.
