Title: Conduct a public hearing and consider an ordinance extending the moratorium first imposed December 7, 2018, on applications and plans for development for permits, plats, verifications, rezonings, site plans and new or revised certificates of occupancy for multifamily residential developments within the corporate city limits of Mesquite, adopting written findings that identify the problem requiring the need for extending the moratorium, describing the reasonable progress made to alleviate the problem, specifying a definite duration for the renewal period of the moratorium and summarizing evidence demonstrating that the problem will be resolved within the extended duration of the moratorium.

Title

Body

On December 7, 2018, the City Council adopted Ordinance No. 4638 imposing a 120-day moratorium on the receipt of applications for multifamily residential development. Two public hearings have been held as well as two public briefings on multifamily residential standards. Additional time is required for the Staff, Planning and Zoning Commission and City Council to complete the drafting, review and approval of new and revised regulations.

 

Extension of the moratorium requires a public hearing. Notice of the hearing was published in the Daily Commercial Record and Forney Messenger on March 28, 2019. The proposed ordinance extends the existing moratorium until the close of business on June 14, 2019.

 

Recommended/Desired Action

Following the public hearing, staff recommends approval of the proposed ordinance.
