A resolution authorizing the City Manager to execute an agreement with the Texas Department of Transportation for the temporary closure of State Highway 352, between Galloway Avenue and Walker Street, on May 16, 2019, for the Texas Main Street Program event.

Every year, multiple organizations make requests to the City for the temporary closure of Main and Davis Streets for annual and special events. Main and Davis Streets are sections of State Highway 352 that pass through downtown Mesquite. Staff must seek approval from the Texas Department of Transportation (TxDOT) in order to close portions of this roadway. TxDOT will grant approval for all events upon receipt of an executed copy of “Agreement for the Temporary Closure of State Right-of-Way” from the City.
The attached resolution for City Council consideration authorizes the City Manager to execute this agreement with TxDOT to allow for the closure of state right-of-way along portions of Main and Davis Streets for the ceremony welcoming the City of Mesquite to the Texas Main Street Program communities, in downtown Mesquite, on May 16, 2019. This event is sponsored by Independent Bankers Association of Texas, and organized by the Texas Historical Commission. The chief guest at this event is Ms. Cecilia Abbott, the First Lady of Texas, who travels each year to different cities in Texas to welcome selected communities to the Texas Main Street Program.
