Title
Authorize the City Manager to approve the Town of Sunnyvale as a User in the Project 25 (P25) Radio System to be constructed, operated and administered in accordance with the City of Garland and the City of Mesquite Radio System Interlocal Agreement authorized by the City Council on June 15, 2015, and authorize the City Manager to execute the Usage Agreement between the City of Garland, City of Mesquite and the Town of Sunnyvale setting forth the terms of the Town of Sunnyvale's participation in the System.

Body
On June 15, 2015, the Mesquite City Council authorized the City Manager to execute an Interlocal Agreement with the City of Garland for the design, purchase and maintenance of a Project 25 (P25) Radio System that is compliant with the Association of Public Safety Communication Officials (APCO) P25 Interoperability Standards.

The Interlocal Agreement between Mesquite and Garland requires the terms of any participating agency to be approved by both Mesquite/Garland elected bodies (Sec 7 - Future Use of System by Participants).

Key aspects of the Sunnyvale usage agreement:
? Usage Agreement - Establishes the ability for Sunnyvale to operate on the Mesquite/Garland system. Additionally, the agreement establishes the fees that Sunnyvale will be responsible for as a user on the system.

Financial Implications
The User Agreement establishes fees that the Town of Sunnyvale will be required to pay for both maintenance and operational fees, for the use of the radio subscriber equipment on the Mesquite/Garland system. The fees will offset direct costs incurred by Mesquite/Garland for the maintenance of the P25 radio system.

Recommended/Desired Action
Staff recommends authorization for the City Manager to execute the Usage Agreement between the City of Garland, City of Mesquite and the Town of Sunnyvale setting forth the terms of the Town of Sunnyvale's participation in the System.
