Authorize the City Manager to finalize and execute a professional engineering services contract with Huitt-Zollars, Inc., for the engineering design of a cured-in-place-pipe (CIPP) to rehabilitate approximately 3,260 feet of reinforced concrete pipe (RCP) sanitary sewer and the replacement of an existing aerial crossing pier for a 45-inch sanitary sewer in the amount of $161,100.00.

 

Body

Through inspection and evaluation of the City’s wastewater collection system, staff identified approximately 3,260 feet of large diameter reinforced concrete pipe (RCP) sanitary sewer that is deteriorating and needs to be rehabilitated. Staff also identified one aerial crossing pier for a 45-inch sewer that needs to be replaced.

 

This contract will consist of the design of the cured-in-place-pipe (CIPP) liner to rehabilitate the RCP sanitary sewer and the design of the replacement pier for the 45-inch sewer. This work is generally located behind the homes along Paula Lane and following South Mesquite Creek to South Beltline Road.

 

Huitt-Zollars was selected through the City’s formal Request for Qualifications in February 2016 to be used for a variety of engineering services in the next three to five years and was selected to complete this project due to the previous sanitary sewer lining projects they have completed within Mesquite.

 

Financial Implications

Funding in the amount of $1,000,000.00 is allocated each year in the annual Capital Improvement Plan for the rehabilitation of large diameter sanitary sewers. The estimated cost of this project is $1,800,000.00 and will utilize funding from FY 2018 and FY 2019.

 

Recommended/Desired Action

Staff recommends the City Manager be authorized to execute a contract with Huitt-Zollars, Inc.
