Title
A. Conduct a public hearing and consider an ordinance adopting the City of Mesquite Engineering Design Manual (“Manual”) which relocates certain provisions of the City Code to the Manual and creates comprehensive and easily accessed standard engineering practices and minimum criteria.
B. Conduct a public hearing and consider an ordinance amending Chapters 5, 11, 15 and 16 of the City Code by relocating certain provisions that establish standard engineering practices and provide minimum development criteria to the City of Mesquite Engineering Design Manual and cross-referencing those relocated provisions, renumbering and making certain clerical, grammatical and other non-substantive changes.
C. Conduct a public hearing and consider an ordinance amending Appendix B of the City Code, the Mesquite Subdivision Ordinance, by relocating certain provisions that establish standard engineering practices and provide minimum development criteria to the City of Mesquite Engineering Design Manual and cross-referencing those relocated provisions, renumbering and making certain clerical, grammatical and other non-substantive changes.
Body
On September 18, 2017, the City Council authorized Kimley-Horn to assist the Public Works Department in the development of an Engineering Design Manual. The goal of this process was to produce a comprehensive manual for infrastructure design and construction that would enhance the City’s development and capital improvement process by ensuring the requirements are consistent throughout the City and that the design of elements will best serve the long-term needs of the City.
The Department has undertaken this task with the following goals in mind:
• Provide a user-friendly set of standards to govern infrastructure and land development.
• Simplify and organize current ordinances and policies.
• Increase clarification of existing design and construction policies, standards and criteria.
• Address design and construction policies not currently covered. Include new standards and materials.
A public comment period on the draft design manual was held from January 15, 2019, until February 15, 2019. The comment period was advertised through the use of the City’s website, newspaper, Facebook, emails to developers, engineers and utility representatives. As of February 14, 2019, comments from three individuals were received.
On April 1, 2019, City Council was briefed on the Engineering Design Manual.
A public hearing will be held to allow public input regarding the adoption of the Engineering Design Manual. The proposed ordinance revisions would remove infrastructure design and construction criteria and make reference to the proposed Engineering Design Manual to be adopted at the same time as the ordinance revisions.
After the public hearing, the City Council may consider approving the following:
1. Ordinance adopting the City of Mesquite Engineering Design Manual, and incorporating it by reference into the Mesquite City Code.
2. Ordinance amending Chapter 5, “Buildings and Construction”, Chapter 11, “Planning and Development”, Chapter 15 “Streets and Sidewalks”, and Chapter 16, “Water and Liquid Waste”
3. Ordinance amending Appendix B, “Mesquite Subdivision Ordinance”
Recommended/Desired Action
Staff recommends approval of the proposed ordinances.
