In 2008, the City purchased Itron handheld data loggers to read water meters. The data loggers are no longer supported or repaired by the manufacturer. Two of the 11 readers no longer function and are not repairable. Due to age and heavy daily use, the data loggers are wearing out with keypads and other components ceasing to function.

In 2018, an average of 41,000 meter reads were made each month, with a high number of 54,500/month to a low of 35,000/month, for a total of 489,000 annual meter reads. In addition, an average of 504 meter re-reads are made each month.

A single Trimble Ranger 3 XE hand-held meter reader device was previously purchased and used in a pilot program to test its compatibility with the City's existing utility billing software and database. Extensive testing by the IT Department and Utility Billing Division confirms these devices fully integrate with our utility billing software.

The purchase of 10 handheld readers, along with the additional handheld reader previously purchased for testing, will provide a total of 11 readers and will be used by six Meter Readers for residential meter reading and five Water Service Representatives who read commercial meters and perform re-reads, test and replace meters, investigate and repair meter leaks and perform other functions to ensure meter accuracy and function. The Mobile Data Collector will be used to radio read commercial meters that are difficult to access.
