Title
Authorize the City Manager to negotiate and execute Change Order No. 3 to Bid No. E2016-002, Gus Thomasson Road Water, Sanitary Sewer, Paving and Drainage Reconstruction Project from Karla Drive to Moon Drive/Whitson Way, with Rebcon, Inc., for proposed franchise utility improvements in the amount of $733,871.40.

The City Council approved Bid No. E2016-002 on November 7, 2016, in the amount of $9,861,035.97. Change Order No. 1 was approved on January 16, 2018, in the amount of $997,367.22 for proposed changes in the design. On October 18, 2018, Change Order No. 2 was approved in the amount of -3,086.08 to provide additional utility work and adjustment in quantities for site work.

The reconstruction of the Gus Thomasson Road project has associated franchise utility relocations that need to occur to complete the construction and aesthetic vision for the area. In order for Oncor to relocate the power lines along Gus Thomasson Road, the City has requested Rebcon install electrical conduit at various locations along the project to facilitate these relocations on behalf of Oncor. New electrical services will also be provided to the affected businesses. This was part of the original project budget. The traffic circle redesign and removal used these previously allocated funds.

As part of the redesign, a signal is now required at the intersection of Gus Thomasson Road and Moon Drive/Whitson Way. Staff evaluated the existing facilities and it was determined that they cannot be reused. The intersection requires longer signal arms, upgrades to the video detection, and new cabinets and wiring.

There are changes to the project construction quantities due to utility conflicts, quantity changes, and unforeseeable site conditions. This change order adds those items to the Rebcon contract.
